(Repost) Round-up! A look at the environmental policies coming into force in 2023

1. MEE Issues Four National Standards for Industrial Air Pollutant Emission, Effective January 1, 2023

Recently, the Ministry of Ecology and Environment and the State Administration for Market Regulation jointly issued four national standards for atmospheric pollutant emission including the Emission Standard of Air Pollutants for Printing Industry. All the four national standards shall be implemented as of January 1, 2023.


Names and Codes of the Standards are as follows:

1. Emission Standard of Air Pollutants for Printing Industry (GB 41616-2022);

2. Emission Standard of Air Pollutants for Glass Industry (GB 26453-2022);

3. Emission Standard of Air Pollutants for Mineral Wool Industry (GB 41617-2022);

4. Emission Standard of Air Pollutants for Lime and Calcium Carbide Industry (GB 41618-2022).

In accordance with relevant laws and regulations, the above standards are mandatory.

2. Decision of MOHURD on Amending the Measures for the Administration of Permits for Discharge of Urban Sewage into Drainage Pipe Networks

The Ministry of Housing and Urban-Rural Development issued the Decision on Amending the Measures for the Administration of Permits for Discharge of Urban Sewage into Drainage Pipe Networks, revising the said Measures (Decree No.21 of MOHURD). It further clarifies hierarchical classified management of drainage users, approval service optimization, supervision administration and legal liabilities, which shall come into force on February 1, 2023.


3. Wastewater Treatment Plants Easily Listed as Key Pollutant Dischargers! New Water Environment Supervision Measures Released by MEE

Recently, the official website of the Ministry of Ecology and Environment released the Measures for the Administration of the List of Key Environmental Supervision Entities (Decree No.27 of MEE), which shall take effect on January 1, 2023.


In terms of water environment supervision, the Measures stipulate that: Entities meeting any of the following criteria shall be designated as key water environment pollutant discharging units.

1. Industrial enterprises whose annual emission of any water pollutant including COD, ammonia nitrogen, total nitrogen and total phosphorus exceeds the screening emission limit set by prefecture-level ecological and environmental authorities in any of the past three years;

2. Large-scale livestock and poultry farms equipped with sewage outlets;

3. Centralized industrial wastewater treatment plants, and urban domestic sewage treatment plants with daily treatment capacity over 100,000 tons or daily industrial wastewater treatment volume over 20,000 tons.
